Yes, but not exactly. To copy exact questions and answers would infringe on their proprietary rights. However, there is only a limited amount of information to use, so questions and answers will surely overlap here and there.
Maybe. A lot of Technicians have passed only using my products, however, it depends on your knowledge, experience, test taking abilities and actual work ethic that you put towards studying. Keep in mind, practice exams and flashcards are only tools to help provide you feedback on your current preparation levels. If you see areas you are weak in, then that is meant to drive you back to studying the HSPA manual.
